I assume that they are dumping all the cost of maintenance on any of the land surrounding or adjacent to the path even thou the only part that should be counted are anything that would inhibit folks from riding the trail (pavement maintenance, obstacles on the path).
When the DNR talks about maintenance cost are they talking about the cost for the asphalt trail or the crush limestone trails?
