I assume that they are dumping all the cost of
maintenance on any of the land surrounding or adjacent
to the path even thou the only part that should be
counted are anything that would inhibit folks from
riding the trail (pavement maintenance, obstacles on
the path).  

When the DNR talks about maintenance cost are they
talking about the cost for the asphalt trail or the
crush limestone trails?  I would assume that the
crushed limestone, or what ever that stuff is, would
cost less per mile than maintaining an asphalt trail
but I have not seen any numbers broken out between the
two types of trails.
