This bill could eliminate things like the electronic "toll pass" systems
that operate without toll gates.  Maybe someone could add an amendment to
require electronic chips on bikes to force bicyclists to pay a toll on the
Capitol City Trail in lieu of an annual pass?  That would be helpful.

And ultimately, when gasoline is replaced by hydrogen or electric or
something else, this bill may bypass DOT's ability to collect taxes on fuel.
DOT has many road builder friends dependent on DOT contracts so I suspect
the bill will die a quick, quiet death.  Just my uninformed humble opinion.

I don't think Mr Neuman's idea requires a computer chip, but somehow this
sent
up a red flag. Schneider was the guy that killed the at attempt to endorce
red-light running via photo-enforcement.
