Can persons under the age of 18 actually sign an affidavit? Ok, so their parents sign when they turn 16 - or maybe they just start driving because they don't want the hassle.
The one improvement I would like to see is that the age be raised to 18 - not 16. It seems counterproductive to be disincentivizing bicycling just when the automobile option presents itself to kids. That is, if we are serious about presenting the bicycle as a transportation option.
