This is the ideal time.  But we need to advocate quickly that the City add
this feature.  Presumably the job is already bid at this late date, but then
that's what "change orders" are for, to add improvements to the original
design.  Personally, I never heard this project was ever under
consideration, so as far as I know, there was no "light of day" public
involvement.  Perhaps message to Traffic Engineering, your alders, and the
alder for that district would get a positive response?  It's worth a try.
