5) County Conducts an Environmental Study of the North Mendota Area
� Initiate Immediately and Complete in Short Term

a) Identify and map sensitive natural resources in the area of potential North E-Way and North
Mendota Parkway routes (generally bounded by CTH K on the north, CTH M on the east
and south, and USH 12 on the west, plus the CTH M "isthmus" area)
i) Recommend appropriate mitigation and protections strategies for these resources
ii) Recommend appropriate buffer areas around these areas
iii) Identify locations appropriate for stormwater management facilities
Modify 5a sub i to read:
i) Recommend appropriate protection strategies for these resources
Add 5a sub iv & v:
iv) Identify as "inappropriate for use" any existing wet lands that might require mitigation as a result of this project.
v) Recommend appropriate mitigation strategies for non-wetland resources.
One wonders how the negative social impacts will be mitigated? For example, who will pick up the additional health care costs of the area residents on the northwest side of Middleton who will likely see a marked decline in air quality.
