The Capitol grounds are state property, but it is not a state park or
managed by the DNR. The Department of Administration is in charge there.

Probably the latter. If the DNR had any jurisdiction of the Capitol grounds,
they'd undoubtedly have a hunting season on the squirrels. And paper
companies would be allowed to bid on the trees...
