Another source of inspiration might be the "bikestations" operating in
several cities on the West Coast.  I've never actually seen one of these
facilities in the flesh, but their website (http://www.bikestation.org) says
that they offer secure, sheltered bicycle parking (with an attendant during
daytime hours), changing facilities, and other amenities.

Defense against bike thieves is not a hot issue for me personally, but a lot
of people I know spend a lot of energy worrying about the security of their
bikes.  For these people (and occasionally for me) it would be nice to have
bikestations in Madison, but I wonder if there are enough potential paying
customers in a city our size...
