7. ID 33182, Communication 12/9/03 from Bay Creek Neighborhood re. Fish Hatchery and Wingra intersection (Note item was initially presented at the March meeting and referred to June.)

This communication was originally sent in December of 2002, and deals with some safety issues at the bicycle path that crosses Fish Hatchery along Wingra Drive. The problems outlined in the Communication are:
1) A lack of visibility where the bicycle path crosses the "flying right turn" lane onto Wingra.
2) Problems with Motorists not yielding to Bicyclists as they turn from Wingra onto Fish Hatchery (going South).
Solutions presented in the communication include:
1) Placing a "Stop Ahead" sign along fish hatchery to improve motorist compliance with the stop sign for the flying right turn.
2) Eliminate the flying right turn lane.
3) Installing a walk/dont walk control at this crossing (with a 3-second head start)
4) Education efforts.
5) Installing "Yield to Path Users" signs.
6) Yellow flashing lights.
7) Strict Enforcement.
