Some of the discussion surrounding E. Washington seems to imply that is there exists some "Holy Bible" that commands us to accommodate the existing 60,000 or so motor vehicles currently using that street, or that any vehicles displaced by a new design have to travel on parallel roads. Where is this Holy Writ? I cannot find it, Lo even with a Google Search or the help of Mr. Jeeves.
Five of six motor vehicles there have only one person in them. That means that if people begin to shed their fear of sharing a ride with one another, or their fear of not having their own car stinking away in a parking lot beneath or near them, a redesigned street could easily accommodate all the PEOPLE who want to travel downtown. We can accomplish that with a lot fewer vehicles. The street now is designed to carry peak flows, and that is absurdly wasteful. Most of the time, peak capacity is not needed. I can see that from my office window. There are no traffic slow-ups between 9 a.m. and 3:30 p.m. It would be relatively easy to move the existing number of people along that corridor as we do now, with far fewer vehicles, far less public and private cost, and much less energy use, while providing greater opportunities for Madison's children to remain healthy, and a greatly enhanced overall bicycling environment. Joe, It is not just a delay of funding, nor worry about problems we will never have. Most likely $1 million would have to be reimbursed to the WISDOT for the design study already completed and another $1 million spent to do another design that may not fit in the width of the existing right-of-way.
