It has been unclear up to this point if STP-D could be restored via line
item veto...but it is becoming clear to me that it can not.  I think that
Matt is correct in what he has said...that it will take a full out veto of
the budget to give us another shot at STP-D.  There MAY be some action that
can be taken to increase Local Enhancements (which the governor originally
proposed reducing to divert the money to roads and road-related state level
enhancements) to mitigate the STP-D loss that COULD be handled via line
item veto.  I'm not sure that anyone is talking about that yet.
Meanwhile...the feds are trying to eliminate Enhancements entirely...though
I have high hopes that the huge outcry that proposition has created will
prevent Enhancements from being cut.
