     I don't think it has to require a complete veto of the budget to restore STP-D 
funding.  As I understand it, the funding is being transfered to a road building 
account.  If the governor line item vetoed that account, it would force the 
legesilature to pass a separate bill to restore the road building account as 
legislators want the road building projects for their districts but hopefully would 
also force the legislature to restore the STP-D funding in order to meet the 
governor's demands.  On the other hand, a complete veto of this budget bill would be a 
good thing in my opinion.  I just don't think the governor will do that.
