An "LPI" (leading pedestrian interval) a light timed so the pedestrians get the go *before* the parallel cars. The other tool that I wish we used more is the 'Barnes Dance.' You can see it in action on the Square: when all road users get red, and all peds get the go ahead. A Barnes Dance allows for diagonal crossing, which makes a lot of sense on the Square due to the bulb outs &c.

I advocated for Barnes Dances at Park & Regent and Park & Univ during peak ped use (any Kohl center event for the former, class change for the latter) when I was on Ped-Bike.

It's always safe etiquette to address a person by their title + last name. So
        Dear Alder HardWorkingCitizen
is a good salutation.

But this being Madison, I can imagine no alder would be shocked if you addressed them by first name.

turn on red anywhere in this city - it's too problematic.  Delaying the
walk signal isn't a terrible idea, but it's not going to make a difference.
There are many times that the right turns don't stop until the walk signal
is already shifted to blinking and Fairchild traffic is about to go.
