Contact the alder for the district (Mike Verveer). Wouldn't hurt to contact
your own alder if different from where the incident occured.

Also - contact Traffic Engineering - they control lights, signs, warning
flags, etc. Several members of TE besides Arthur Ross are on this list -
"lurkers" - :)

Although they won't be able to do anything (you didn't get the license
plate, did you?), it would be good to write/email the Madison Police Dept
Central District. Tell them what you told us- that this appears to be a
dangerous intersection where people are running the light.

Traffic engineers will tell you we need "The Three Es" to make the streets
safe: Enforcement, Engineering & Education. 

Bike Fed adds a fourth E to just get people out riding: Encouragement.
Others have added Environment or Example to make riding pleasant and
common. But I digress....
