They should be looking 5-10 years from now, not just how many bicyclists
use the roads in question now. If the roads you identify in the plan as
bicycle routes will be used for more than recreational trips (for
commuting, errands, in addition to recreation), then their use will
likely greatly increase for a number of reasons.  

Oh I know, some of you highway planing engineers out there with the same
first name as me will question the reasons.  I can only tell you it has
something to do with too much fossil fuel burning, and perhaps the state
of the economy. 

You might also ask the bfw for some statistics on bicycling use, if they
bother to keep them that is.

You might also tell them that:
