My recollection is that 70% of drivers with revoked or suspended licenses
continue to drive. And on top of that, I believe the Dane County DA is
currently so overloaded that he will not pursue cases of "Driving without
a license".

I imagine this sad statistic is really just another symptom of the fact
that we [ us Americans] design cities without providing convenient enough
alternatives to motor-vehicle transportation - and our culture
discourages people from considering these alternatives when they are
building their lifestyle.

Undoubtedly, what you say is true. The smart growth law will hopefully
serve to change this. But now there is a push going on for repeal of the
smart growth planning law in Wisconsin. I attended the hearing earlier
this month at the Capital and testified against the repeal bill (AB-435)
for that very reason. But those in opposition to the repeal of the law
were outnumbered by those who wanted it abolished were outnumbered 20 to
1 (mostly by rednecks, if you'll pardon the expression, who believe their
interests in their own property are sacrosanct.
