Please post highly visible notices about bicycle parking ordinances in areas where bicycle parking facilities have been temporarily removed.

I just took a ride through the State Street area and only bike racks directly on state street have been removed.
 
     A not so unexpected consequence (after all, a big reason for the ordinance requiring the presence of the racks was to reduce nuisance bicycle parking problems) of this is that there are about 50 bikes now locked to trees and poles along state street.  There are no warning notices posted on any bike or anywhere else that I could see indicating a no-parking policy. 
 
     I know it is a violation of city ordinance to lock a bike to a tree along a sidewalk, and it may very well be there is a similar special ordinance prohibiting locking to anything but a bike rack along state st.  That being said, a "bike friendly city" that had been "preparing for this for a year" would post notices in the area reminding bicyclists of such rules in extreme circumstances like when all the bike parking has been removed in an area.
