I am not an expert on this but I did a quick check of some of the
statutues

If the driver was inxoticated at the time s/he may be charged with
homocide by intoxicated use of a vehicle a class C felony which means
incarceration up to 10 years.

or
Whoever causes the death of another human being by the negiligent
operation or handling of a vehicle is guilty of a class E felony.
(incarceration not to exceed 2 years)


You need intent to kill to get a murder conviction.

Last nite the police said they had lots of leads and are vigously
persuing this case.  There has been pretty specific information given
about the year, color,make of the vehicle as well as damage done to the
vehicle.  Even if the person doesn't turn him or herself in there have
to be people who know who did this.  It is just a matter of time before
this person is apprehended I am sure.
