Photo enforcement tickets, both photo radar (speed enforcement) and photo red light running, are issued to the owner of the vehicle, based on a photo of the license plate, as opposed to the driver of the vehicle. Tickets taht are issued to the owner, as opposed to the operator, typically do not carry points. Other violations for which the owner is ticketed include parking tickets failing to stop for a school bus or for an adult school crossing guard when the bus driver or crossing reports the violation based on their reporting a violator's license plate. None of these violations carry points. (note: failure to stop for a school bus or an adult schol crossing guard when observed by a police officer ans ticketed by the police officer at the time of the violation do ressult in points eing assigned against the operator's license. I know some on the list will fire back how can this be, since most of the time the owner is the operator. No points is also one of the reason's that photo enfocement has been able to be implimented in many areas. No points makes the program acceptable. It may be less than desireable, but without this provision, there would likely be noe photo enforcement at all.
