Rich,
No, none were installed as a test as far as I know. It was
discussed but because they could not be used for enforcement, as in giving
out tickets, the cost couldn't be justified for installing them.
To answer a question from Matt Logan, the reason red-light cameras
can't be used for giving tickets is that you have to identify the driver
and the cameras only identify the car and hence the car owner. Larry
Nelson, the City Engineer, recently requested that the city attorney's
office look at creating a city non-traffic ordinance prohibiting red light
running so that the cameras could be used. The City Attorney's office
ruled that local authorities may enact and enforce any traffic regulation
under Section 349.06, Wis. Stats., that is in strict conformity with
chapters 340 and 348, Wis. Stats. A red light violation is a traffic
violation and any regulation of this offense would be a "traffic
regulation" as contemplated by the statute. Thus, such regulation would
have to be in strict conformity to the Wis. Stats. Traffic code. This
means that points would have to be assessed for the violation and the
citation would have to be in the form of a Uniform Traffic Citation. The
above is paraphrased from a memo to Larry Nelson from the City Attorney's
office that was included in the September PBMVC packet.
