There are two main problems with the current policy on removing the bike
racks for Halloween:

1)  The racks come out several days before Halloween and do not begin
to go back in for over a week after Halloween.  Thus there is close to a
two week period during which there are no bike racks on the full length
of State street between the Capitol and campus.  If the racks need to
come out, then there should a budget to hire people to take them out and
put them back in with a minimum amount of time before and delay after
the event.  If we can spend over $100,000 for police coverage,  we
should also be able to spend a couple of thousand dollars to have the
bike racks taken out and put back in right away.

1b)  The crush of people seems to be only between Lake and Gorham.  As
Marjorie asked in her letter, do the racks really need to be removed on
the 100 - 300 blocks?

1c)  an aside - - bike racks should always be bolted to the ground.

2)  The other issue has been the storage and prompt return of bicycles
that have been removed from bike racks.  With a large number of bicycles
being removed from the racks, one has to assume that publicity about
rack removal was inadequate and needs to be improved.

3)  People are not going to leave their bikes several blocks from where
they are going.  Bicycle parking guidelines always indicate that racks
need to be located close to destinations.  Otherwise people will find
other things to lock to - - poles, trees, etc.  Which brings us back to
number 1 above, the time that the racks are out needs to be minimized.
