We had the preconstruction meeting for the above referenced project last week and have gotten a preliminary schedule for the impending closing of Charter Street. To brief those unaware of this project, it is the project to construct new electric and signal ductbank packages along University Avenue, Charter Street and Linden Drive including all the electric and signal manholes and related work. This project also includes an upgrade of the domestic water distribution system in Charter Street by installing a new 12-inch domestic water main between Linden Drive and University Avenue with all associated tie-ins and laterals. An adobe acrobat map is attached to show you the routing.


As expected, this project is going to be closely coordinated with the adjacent Chamberlain project to minimize any pedestrian and vehicular conflicts because of the construction work going on also in this corridor. Because of this, it has been worked out with the City of Madison, the University and the contractors to close Charter Street for the duration of the work occurring on Charter.

Charter Street between Linden and University will be closed starting Monday, November 24, 2003. During the construction hours, the contractor will have flag persons operating a gate on Charter between Linden and University allowing only busses, deliveries, maintenance, construction and emergency vehicles to proceed south bound and no traffic north bound. The work at this time is to install the domestic water lines and electric and signal manholes. No auto traffic including mopeds, motorcycles or bicycles will be allowed on Charter during construction hours. Commuters wishing to go south out of campus during work hours are encouraged to use Park Street or Henry Mall to exit campus. North bound Charter Street traffic is being detoured to Babcock Drive to enter campus for the duration of the project. Bicyclists are encouraged to take the posted detour or get off and walk their bikes on the sidewalks provided. To help with these pedestrian conflicts during the closing, the contractor will be providing an 8 foot wide temporary board sidewalk that will direct the pedestrian traffic around the job site.

When the contractor ends each work day, the gates will be open to southbound traffic only. This road closed period will continue through February 2004, dependant on weather, until the manhole work is completed. After manhole work is completed, the contractor will move to Linden or University and finish up the manholes in these areas before continuing with the duct banks in between each manhole. Charter will re-close when the duct bank work begins again in the summer of 2004. I will send out another notice when that time is better known.

As some of you might have noticed, the contractor, Michels, has already begun the manhole work on Linden. For the most part, the contractor will not be in the roadway for either the work along Linden or along University. However, there will be times when the pedestrians will be redirected around the construction area by way of temporary sidewalks or sidewalk detours. This project is projected to last till November of 2004.
