The John Nolen Drive bike path is part of the Capital City State Trail, but
it is not state owned or operated, nor is a state trail pass required to use
it. Maintenance of the John Nolen segment is a city responsibility.

I don't believe that the state trail pass funds are used to plow...and
anyway, the John Nolen Path is not a state trail.
