Based on several NMPAC meetings I attended, I think the committee members are serious about real land use controls. The recommendations are *not* just about where to build a new road. If this same level of planning had been applied for the past 20 years, we would not have seen this 'bloating of urban geography'. Of course, for those controls to work, it will require all of the municipalities involved to cooperate.
