Unreal. I'm surprised I don't need a permit to go out on my own time and dime and pick up litter on or around a bike path. After all, I could get a wicked paper cut from a discarded candy box and sue the bureaucracy responsible for failing to meddle enough in the lives of path users. Clearly, public funds don't always create public paths for use by the public. Many paths are owned and operated by the bureaucrats for the bureaucrats.
