Of course, I suggested that the city could save even MORE money and staff time by having all the drivers using the city parking lot shovel their own spots....
And here we have a guy who decided to do it himself, and he gets dumped on. It's unclear whether the Forest Preserve folks are concerned that he will create hazardous conditions for others (icy spots or uncleared areas) or whether they are worried about him hurting himself in some way.
Want to know a very weird situation? Sidewalks aren't shoveled in Chicago because:
If it snows, and you do nothing, it is an "act of God", and you aren't liable for the conditions in front of your house/building.
If you shovel, you have altered the natural conditions, so you are liable if someone falls on a tiny patch of ice/snow.
