In response to Tim's questions:

State Statutes prohibit the operation of any vehicle on the sidewalk. 
State statutes also give local jurisdictions the authority to regulate
the operation of vehicles on sidewalks  [346.94(1)] 

Madison city ordinance permits bicyclists to operate on sidewalks
except when buildings abut the sidewalk.  [12.76(1)]

While the State Capitol building does not abut the sidewalk, it is my
understanding that the entire inside of the square is state property and
thus subject to state statutes, not city ordinance.  Thus bicycling is
prohibited on this sidewalk by state statute.  

The outside of the capitol square (the side with the office buildings)
is under the city's jurisdiction.  Since these buildings do abut the
sidewalk, bicycling is prohibited on these sidewalks by city ordinance.
