Well, since no one has answered yet (!?), no. The presence of a bike lane does not require you to use it. The key phrase is "as far to the right as is practicable". If it's safer for you to use the "car" lane than the bike lane, then you should do so. I can think of one exception, but it doesn't apply here in WI. In some states, because there are NO connecting surface roads between certain places, it's legal for bicyclists to use the shoulder of the Interstate highway. Of course, it's not a "bike lane" per se, but it's only for emergencies for motor vehicles.
