Paul is correct that the as far right as practicable rule applies to bike lanes. If the bike lane is blocked by a stopped car/bus, a right turning motorist, if there is sand, broken glass, snow in the bike lane, etc. it is not practicalbe to ride there. If you are making a left turn you need to be in the appropriate position on the roadway for that turn which you do not want to make from a bike lane at the far right side of the street. If there is a slower bicyclist in front of you in the bike lane you would move into the adjacent lane to pass. There are other situations, as well, that would make it not practicable to use the bike lane.
