Regarding bicycle use of interstate highway shoulders, this is a state
contol issue.  There are places in the USA where you can't get there
from here expect vial the interstate highway.  In other places the
interstate shoulder is the safest place to bicycle.  Generally, these
areas are west of the Mississippi River.

When I lived in Boulder, Colorado bikes could use the shoulder on part
of the interstate towards Denver.  the only option was a winding,
narrow, two lane road without shoulders with fast traffic and a lot of
trucks.  The interstate shoulder was a much safer place to ride.
