After carefully reading the Vandewalle response, I feel I must
respond to a firm that is contracting out for professional bicycle
planning.

Although you list three options. You in reality should only be
recommending two options. They are the following (in order).

Option One: Improvements would include widening Woodland Drive
to accommodate new bike lanes. The width and form is dependant
on variables such a motor vehicle volumes and urban or rural cross-
section. Do not tie down to a particular width at this time.

Option Two: Improvement would include construction of an off-
street multi-use path along the west side of Woodland Drive
conforming to AASHTO Path Standards (20 mph minimum design
speed, 10-foot paved width, etc.) AND widening Woodland Drive to
accommodate new bike lanes.

There is no third option beyond these two. To be blunt, if you
recommend a path without bike lane construction occurring at the
same time you are not doing your job as a professional bike
planner.

Incidentally, the path is by far more expensive and much more
costly to maintain than on-road accommodation.
