Essentialy, Provisional Ballots, or "backup ballots"
are used when voters claim to be properly registered
but their names do not appear on the voter
registration rolls. Some states do not offer this
ballots. Historicly, many Provisional Ballots must be
thrown out due to invalidity. Having said that, it's
also important to note that Ohio still has to finish
counting absentee votes belonging to US troops
stationed overseas.

That depends on who you ask. The numbers are 140,000
to 250,000 not counting absentee ballots. When I spoke
with the SoS office yesterday I was told that there
were still a few counties that had not yet provided a
count of thier total amout of provisional ballots.
Nearly 2/3 of the state of Ohio voted on Tuesday and
polls were open until 2:30am. The high voter turn out
and late poll closing have slowed things down a bit.
The truth is, in light of the realities of provisional
ballots and the numbers, that Bush will more than
likely win Ohio but call me stubborn, I'll wait until
he has official won before I conceed the point.
Afterall, Truman thought he'd lost in 1948 -- granted
circumstances aren't the same but when we say "count
every vote", let's not do so rhetoricly.
