As the parent of a 13 year old girl I have very mixed feelings about this.
What is consensual for a 14 year old considering that the last part of the
developing brain to connect are the critical thinking and decision-making
parts?

In the Netherlands I've been told (by friends whose daughter is now in
terrible shape because of her early promiscuity) the age of consent is 12.
Who made that up, I don't know.
Maybe I'm an old prude but personally I don't want my child having sex with
anyone at age 13, 14, 15, 16 (tell me when to stop.) I think the idea that,
hey, everybody does it, is not healthy for our daughters OR our sons and
not healthy for our society. (And I'm certainly not a good book thumping
conservative.)
Anyway, I think every 19 year old who does it with a 14 year old ought to
be locked up for a while. So, I can certainly have sympathy and anger when
one person is singled out for crappy treatment, and especially when it
might be racially or class motivated. On the other hand, my feeling right
now is that there's a lot of predation going on out there and girls and
women and moms and dads and societies have to say STOP.
I tried relating this in some way to bicycles but I can't (other than
bringing in bicycle-nirvana in para. 2)
