I can certainly confirm Mike's account of the history. We talked about this
a lot during the mid-90s at meeting of the Pedestrian-Bicycle Subcommittee,
and one of the main arguments I remember was whether the path should be on
the north or the south side of the tracks, or both. I seem to remember
Arthur's arguing for a path on both sides. I remember being struck at the
time of the city's unusual prescience at putting the bike path crossing over
Park St. in the plan back in '96 or whenever it was.

A little bit of history on the "Missing Link".
Larry Nelson and city had the "Missing Link" in their plans for
almost the same length of time. In fact they had already made a
strong commitment when the Park Street RR overpass was built.
The abutments were constructed to accommodate a future bike
path. The only substructure work that had to be done this Summer
was the center pier.
