The driver of the Forester was most at fault in my opinion.  He (or she)
should have been able to see the pedestrian walking ahead, and thus ought
have hit his brakes and his horn.  That might have alerted the driver of
the PT Cruiser coming from the left of the impending collision as well, 
which could have prevented the crash entirely.  

This situation is much like the one that sent the Memorial H.S. student
to the hospital last week, in that the driver of the vehicle sailing
through the intersection with a green light was oblivious to what was in
front of her vehicle (ie. the girl in the crosswalk). 

Also, when I slowed the video down, it is obvious that the bottom of the
car hit the pedestrian, it wasn't any dent that protected him.
