I used these plans and made myself a pair a few years ago. They work great, but you need knobby tires for the screw to get enough purchase to hold securely in the rubber. Unfortunately, this precludes use on a traditional British 3-speed as there wouldn't be fender clearance, and in any case I don't think there are knobbies available in that size. I park my 3-speed for the couple of days each winter that there is ice during my commute and ride a mountain bike with my homemade studded tires.
