So, when you observer a city Parking Monitoring vehicle breaking laws, who
do you contact?

This morning on the way in to work, while driving down Regent, I stopped at
Orchard St. for a pedestrian - I was east-bound in the center lane.  Behind
me was a Madison Parking jeep (#1949, plate # D308).  He stopped as well
for the pedestrian, who was walking N on Orchard, but since the pedestrian
wasn't paying attention, he started around me, until the ped started across
the street.

Then, at Charter, I again stopped for a pedestrian.  Again the pedestrian
wasn't paying attention, but quickly started.  This time the parking
employee had pulled out, and floored it toward the pedestrian who was now
in the crosswalk, and looking as if he was really regretting the choice he
had just made.

It doesn't matter that the peds weren't paying attention, the requirement
to stop is quite clear, and just because this was a "law-enforcement"
employee, doesn't excuse the actions.

So, who do I let know?
