We've been told that emergency vehicles do not always have to have
lights/sirens to be responding. However, a parking employee shouldn't
have been doing this. I did contact Captain McClay and received very nice
letter explaining how they were looking into it, and that the employee in
question had no previous complaints so it would probably be a warning and
not disciplinary action, which is pretty much all I was looking for. It's
not like a normal driver would have been ticketed for it either, so I
figured a warning was the best that'd come.

This is pretty serious business, I'd file a police report. E-mials are too
easy to dismiss, though it wouldn't hurt to send one to MPD with a cc to
Mayor Dave.
Police vehicles are required to follow all traffic laws unless responding
to an emergency with lights/sirens.
