It's pretty safe to say that Spencer Black is not the sharpest knife in the drawer. And I have been yelling at him ever since he first introduced this idiotic proposal. When he got Rep. Bock, whom I know better, to co-sponsor it, I took him to task as well. I made the same argument as Paul, i.e., instead of getting rid of the indexing, require the extra dough to go to alternative transportation. There cannot be such a thing as a bad gas tax increase!!!!

The reality is that the highwaymen always figure out some way to get their money. So if there is less in the highway budget, they will steal a little more from money that would otherwise go to social services or some useful project. And, lo and behold, let's see how many GOP votes there are for increasing spending on social needs now that Spencer Black, the "champion of lower taxes," has effectively cut spending for social services. Thanks a lot, Spence. Put your dunce cap on.

Rep. Black's argument is that forcing the legislature to debate
the increase in gas tax every year means they will have to justify
the cost/benefit every road-building project. Which I'm in favor of
(instead of just having a big pot of money to throw at the road-building
lobby).

Easy fix for that. Put the revenue from the automatic increase into a pot for alternative trans, instead of the pot of asphalt.
