I have spoke to the police department about this situation, and they assure me that this is clearly and unquestionably illegal. All the businesses have delivery areas - that is areas other than the University Ave counterflow lane.

My suggestion is to take a photo and email it to the police department central district or parking enforcement. (I can't give you a link, because my computer refuses to pull up the city web site at this time.) I would also call or email the business in question and the delivery company. Make sure to include the time, date, exact location, and a well worded complaint about how this is blocking traffic, unsafe, etc. I would personally also include a suggestion that the delivery trucks park in the left lane of University Ave, since there are obviously two-plus more lanes westbound for vehicles to use, but only one eastbound lane.

I don't take that route myself, so I only see this when I am driving (a car) home, usually at night. I carry a small digital camera just for situations like this, but I'm unlikely to get a good shot.
