Busing is a service contracted by School Districts so it falls outside the policies I was referring to.
We shouldn't be accepting status quo. We should be striving to make biking a viable, convenient and safe choice for getting students to school. When people have asked parents about their transportation choices parents say they drive their kids to school primarily for convenience and for safety reasons. I'd imagine those are the same reasons so few parents let their kids bike to school. I am not a lawyer and can't speak to what districts can or can not do in terms of off campus activities.
