Making changes is fine but my  point is that changing the policies wont making 
cycling any  more viable, convenient or safe.

I doubt that changing the policy will make much difference in the number of 
kids who bike to school. When people have asked parents about their 
transportation choices parents say they drive their kids to school primarily 
for convenience and for safety reasons. I'd imagine those are the same 
reasons so few parents let their kids bike to school.

I am not a lawyer and can't speak to what districts can or can not do in terms 
of off campus activities. But there are policies in place for busing kids so 
bicycling is not the only transportation option that is regulated by MMSD.
