A New York blog I like to read occasionally has a post about a "parking squat" in Park Slope, Brooklyn. The organizers set up a bunch of lawn chairs in a pair of parking spots in front of a coffee shop, fed the parking meters, and spent the morning hanging out, drinking coffee, and chatting with passers-by.
