I don't agree Madison drivers ignore stop signs, or anywhere else for that matter.  While they may not always come to a dead stop, they will usually at least slow down nearly to a stop and look to see if anything coming.  That is better than the situation that is out there now at those intersections, where a good portion of the drivers breeze through the intersections without looking, while others slow down and wait for the bicyclists and pedestrians who they see approaching to cross.

Bicyclists would still have the stop signs (just like they do now).  I did not say to take away the stops signs for the bicyclists.  A 4-way stop means everyone is required to stop.  Duh.

I don't think a stop sign would at that intersection would get all or even a majority of drivers to stop. Prudent cyclists would still stop anyway because they know better than to trust their lives to a motorists respect for a stop sign that is 'just' a crosswalk. 

It might work if the city police agressively targeted infractions at that intersection - e.g. daily for about six months. But I don't think they would allocate those kind of resources. That woould be even more expensive that just narrowing the median.
