I'm not sure what I would have done if I'd walked past this guy.  If he
was cutting a chain in broad daylight on a busy New York sidewalk, I'd
probably assume the bike was his, that the lock was jammed, and that he
had nothing to hide.  And if I noticed the camera, I'd probably conclude
that he was shooting a video (which he was, after all).

And even if I did think someone funny was going on, like a stereotypical
New York, I probably "wouldn't want to get involved."  (I wonder: would he
get a different reaction from passersby if he tried this on State St., or
in front of the Willy St. Co-op?)

But I'm not sure what to say about the cop.  His job is to intervene in
dubious situations, and he *did* get involved: he told the "thief" to stop
blocking traffic.  Evidently, it's OK to steal a bike in NYC, as long as
you stay on the sidewalk.
