I suggested Madison. The biggest offender is on Johnson right at the
Market, just east of the intersection of Hamilton, JOhnson, and
butler... the delvery trucks are ALWAYS in the lane in the morning
I'd suggest reporting it to the city via:

..today, tomorrow, and every day, until somebody decides that it's easier
to enforce it than it is to deal with the emails.
I know I'll do it the next time I see a delivery truck parking a bike lane.
Of course, since Robbie has had at least one argument with a Madison PD
officer over whether it was OK for a delivery truck to block the
counterflow bike lane on University (the officer said it was OK because
"bikes could ride on the sidewalk there", i.e. on a sidewalk that abuts
buildings, and therefore NOT a place where bicyclists can legally, let
alone safely, ride). But that was several years ago, so hopefully the
education of the Department regarding bicyclists that I've been told about
has progressed beyond that misconception.
