To answer Eric's question:

1. They do.
2. Because advertising is expensive, and most groups don't have enough money to pay for the advertising.

If the ads are being made and shown, why have you never seen them? Because Public Service Announcements - PSAs that TV and radio stations are required to run for free - are mostly shown in very late night, or other low value, low viewship, low listenership time slots. And advertising must be repeated frequently for the message to sink in. Even then, behavior often changes very slowly. Look at the message about smoking or drunk driving. There is very high public awareness of the message, but behavior has not changed much, even after years of exposure to the message.

Now, I'm not saying that advertising or other mass media messages are never going to help get the message out about bicycle safety. But it does take work, money, and persistence. Bike Fed of Wisconsin is currently producing several PSAs for local broadcast. However, we are going to get paid advertising spots, not "catch as catch can" free spots.
