Or perhaps the road width is the factor? When insufficient space exists for both the motor vehicle and the bicyclist at the same time, the risk of being grazed (or forced off the road or into a parked vehicle) increases.
Other factors that might contribute to an increased risk of being hit by a passing vehicle approaching from behind are: if the driver is intoxicated, it the weather is poor, if road conditions are poor, if it's dark outside and either the bicyclist, the vehicle or both are not well lit or have impaired vision.
