From the article in the WSJ http://www.cicle.org/cicle_content/pivot/entry.php?id=1049#body , Consider the comment below, regarding the possibility of a bicycle commuter culture such as the Netherlands' here in the US:

"There's no way it will happen here," says Bicycle Market Research Institute President Ash Jaising, who projects the [bicycle commuter] segment's rise in sales will slow to 5% to 10% over the next two years. "The roads are just too dangerous."

Yet when roads are "just too dangerous" for motorists (anyone recall Highway 12 before it was "improved"?), DOTs everywhere spend time and money making changes to make the road safer for motorists, rather than suggesting those road users at risk should use a different mode of travel presumed to be safer.
