I live half a block away from Oakland Ave. and I belong to the
Neighborhood Association Traffic Committee.  We've been working on that
block of Oakland Ave. for years (though we're kind of burned out lately).

Westbound access for bikers is a big issue on that block; bikers tend to
ride on the sidewalk or against traffic on the street, and neither
alternative is really safe.  But the street is one-way now to limit
through traffic, and I don't think it would be acceptable to make it
two-way again.

About two years ago, we invited Traffic Engineering to take a look at the
block and suggest solutions.  As I recall, we came up with a tentative
proposal to make the block two-way except for a short stretch by Monroe
St., which would be one-way, with a contraflow lane for bikes (more or
less like the intersection of Jenifer & Spaight).

I was under the impression that Traffic Engineering was going to come back
to use with a more detailed proposal, but it seems to have gotten lost in
the shuffle.  I still think that plan is worth looking at.

As for Crazylegs Lane -- instead of a contraflow lane, I'd like to see the
whole thing closed to automobiles and replaced with the two-way bike path.
 This change would simplify the Breese Terrace/Regent Street intersection,
and it might reduce traffic somewhat on Oakland Ave.  I thought it might
be possible to implement this idea when the Regent/Monroe/Breese
intersection was reconstructed, but that project seems to be on hold right
now.

Perhaps somebody from the City can provide more up-to-date information
than I have.
