Probably true, Matt.  But the problem is that the DOT - along with the 
roadbuilding, automobile, manufacturing, tourism industries and their 
politicians -  have no interest in reducing traffic congestion by 
means other than developing larger capacity highways and bridges. 

These are the people who control the decisionmaking on the use of 
transportation funding, not we citizens.  For the transportation-
depended industries, more motor vehicle traffic means more money - 
it's good for business.   The people who work for these industries 
also want what's good for business.

What's wrong with counting miles?  You don't need a GPS to do that; 
all you need is car odometers, either in the cars, or electronically 
connected.  No loss of privacy.  -- People who own two, three, ... 
cars would add their mileage for each over the year.  Divide by number 
of people driving.  Those who drive significantly less miles per 
capita than everyone else (or not at all) get a financial reward for 
doing so at the end of the year.  People would have much less 
objection to this approach as opposed to having to pay by the miles 
driven (or the number of congestion points crossed), because they 
could earn money by limited the number of miles they drive during the 
year (and walk, bike, take the bus, or ride with others) instead.

Sound familiar? Check the following proposal out for more details.  If 
you like it, then talk to your friends, neighbors and organizations 
who support about it.  If they like it, you can all go to your 
legislative representatives and tell them to get behind it.
